I have a aspx page with a ReportViewer but when I run the report
through the aspx page the document map doesn't appear.
However if I run it through the sql reporting services interface it
appears.

try adding this to your URL:
&rc:Toolbar=True&rc:DocMap=true&rc:Area=Toolbar
